NeLC signs a memorandum of understanding with the Local Content and Government Procurement Authority

The National eLearning Center signed a memorandum of understanding with the Local Content and Government Procurement Authority, to enhance cooperation and integration, and to maintain and develop local content in eLearning, by including it in the Center’s work, projects, and licenses. The agreement was signed by the Director General of the National eLearning Center, Dr. Abdullah bin Mohammad Alwalidi, and the CEO of the Local Content and Government Procurement Authority, H.E. Mr. Abdulrahman bin Abdullah Alsemari, at the Authority's headquarters in Riyadh.

Under the agreement, the Center will work with the Authority to set targets for local content in the licensing requirements, develop indicative lists for eLearning providers, and study the launch of a mandatory list of qualified local eLearning platforms by the Center. Additionally, the cooperation of the two parties will develop several special requirements for government projects, and work to determine the percentage of eLearning's contribution to local content and its economic impact on the gross domestic product. 

Dr. Awalidi stated that this agreement would contribute to raising the impact of eLearning at the level of local content and enhancing its economic impact on the gross product, noting that Center is working in integration with the relevant institutions to enhance its role in the national local content according to the best international standards, accurately identifying the size and value of projects in eLearning, and studying its contributions to local content.

Dr. Alwalidi also emphasized that enabling local content contributes to promoting innovation in eLearning by providing greater opportunities for national institutions to expand their business volume and encouraging the establishment of emerging companies that provide effective solutions that cover local needs, which will have an impact on the development of eLearning as a whole and achieve national goals in local content development.

MR. Alsemari said, “Today, we are signing a new agreement in one of the qualitative and promising sectors, the eLearning, which has witnessed great growth and prosperity in the past years, and we will work with Center to benefit from the sector and to direct spending towards local content, by adding local content as a key requirement in eLearning projects.

He added that the agreement coincides with the Authority's efforts to enhance its strategic partnerships to achieve government integration and cooperation with all government institutions, enabling the Authority to achieve its goals in developing local content with all its components at the national economy level, and improving government procurement, in accordance with the Kingdom of Saudi Arabia Vision 2030.

The agreement represents the principle of cooperation and integration between government institutions as it contributes to achieving the goals of the Kingdom Vision 2030 and works to increase the proportion of local content in the non-oil gross product.
