The National eLearning Center (NeLC) signed a Memorandum of Understanding (MoU) with the High Commission for Industrial Security (HICS) on Thursday, January 29, 2026, in Riyadh. The MoU aims to enable HICS to leverage shared digital learning resources through the National eLearning Platform, FutureX.
The MoU was signed on behalf of NeLC by Her Excellency Dr. Hajar bin Asfour, Deputy Director General for Empowerment, while HICS was represented by Eng. Mesfer AlSubaie, Assistant Governor for Policies and Legislation.
Under this MoU, HICS will be granted access to shared digital learning resources, such as a reusable eLearning content repository, open educational resources (OER), subscriptions to local and international courses, microsites, online credentials, and artificial intelligence (AI) tools for eLearning, through FutureX. To date, the platform has benefited more than 3.5 million users from various government institutions and sectors.
The signing of this MoU comes as part of NeLC’s efforts to establish strategic partnerships with various sectors and national institutions, to empower eLearning and training and build a collaborative, agile ecosystem capable of responding rapidly to the evolving and accelerating needs of the labor market locally and globally.
