Article One:
This document aims to govern and regulate the act of issuing professional certificates in eLearning, and define the provisions and policies related to it.
Article Two:
These rules apply to institutions offering professional certificate programs and individuals wishing to obtain or are holding professional certificates.
Article Three:
The Center issues professional certificates in the following fields:
Article Four:
Competence of the Center:
Issuing professional certificates in eLearning and training.
Issuing clear controls and provisions for certificates, their validity period and renewal mechanism.
Preparing and building the technical and operational details of professional certificates and measuring methods.
Accreditation of training institutions and testing centers.
Approval of training content and question banks for professional certificates.
Supervising operational processes and ensuring their quality.
The Center is the reference for obtaining data related to those holding professional certificates.
Article Five:
Procedures for accrediting the training institution:
- Submitting a request to join as a training institution.
- Technical connection with the Center and sharing live data for the purpose of supervision and follow-up.
- Approval of the training program.
- Signing an agreement between the Center and the training institution to begin the program.
Article Six:
Procedures for obtaining a professional certificate for individuals:
Register.
Meet eligibility requirements.
Pay the fee, if any.
Pass the final assessment.
Issuance of a professional certificate from NeLC with a validity period of4years.
Article Seven:
The professional certificate is renewed by applying and passing the final assessment not less than three months before the end of its duration.
Article Eight:
General Provisions:
- If the validity period of the certificate expires, the beneficiary can apply for the certificate as a new applicant.
If the applicant is found to have cheated or leaked the questions, the test will be canceled, and the applicant will bear the resulting costs.
- Each party is obligated to observe the private intellectual and literary property rights owned by the other party and not to infringe upon them. In the event that a patent or intellectual or literary property right arises when implementing the provisions of this agreement, it shall be owned by NeLC.
- The National eLearning Center has the right to obtain all data related to trainers, trainees, arbitrators, training processes, fees, and details of training and arbitration results, and use them in accordance with its authority.
- Fees are non-refundable.
- The training institution bears responsibility for preserving the rights of beneficiaries and the resulting financial consequences when there are violations, negligence, or changes that affect the provision of the service.
- The training institution is responsible for providing the training program and results.
- The training institution bears responsibility for the integrity in the training environment, and in the event of a violation, the applicant shall be banned for 12 months, after which the applicant shall retake the training program and test, and this will be explained to them before applying.
- The training institution is responsible for providing technical support to the beneficiaries.
Article Nine:
These rules shall be published on the Center’s website and shall be effective from the date of their publication.
