The Kingdom of Saudi Arabia, represented by the National eLearning Center (NeLC), hosted the 24th Meeting of the Committee of eLearning Officials in the Gulf Cooperation Council (GCC) on Wednesday, November 5, 2025, in Riyadh.
The meeting was attended by the Director of the Education Department at the GCC General Secretariat, deans, and eLearning officials from higher education institutions across GCC member states, in addition to a number of experts in Artificial Intelligence (AI) and digital learning.
The session aimed to advance Gulf cooperation and integration in eLearning development, exchange experiences and best practices in digital transformation, and explore the utilization of AI technologies in education, supporting GCC countries’ efforts to build innovative learning ecosystems that meet future needs.
Discussions focused on several key topics, most notably AI strategic directions, AI governance in education, and its practical applications in enhancing learning environments. The sessions featured presentations of leading local and regional initiatives from Saudi and Gulf universities and examined regulatory frameworks and policies that promote the safe and responsible use of emerging technologies in education. These efforts aim to improve the quality of eLearning, maximize the benefits of AI capabilities, foster innovation, and strengthen Gulf integration in this vital sector.
The meeting concluded by emphasizing the importance of continued joint Gulf efforts to keep pace with global developments and the rapid changes in eLearning. The committee’s final recommendations included the adoption of the AI strategic directions proposed by NeLC as a reference model aligned with the committee’s strategies. Additionally, the committee proposed developing a Unified Gulf Language Model (Gulf LLM) to support and empower AI and eLearning systems in universities and higher education institutions across GCC countries.
