Learning Management Systems (LMSs) have become one of the main components in the learning and training ecosystem. Thus, it is fundamental to establish policies and guidelines that ensure quality, efficiency, and optimal use. The Center, according to its mandate and responsibilities, seeks through this policy to govern the use of LMSs in a way that achieves quality, reliability, and cost efficiency.
Through this policy, the Center aims to achieve the following objectives: Optimal use of national LMS licenses. Achieving cost efficiency. LMS Sustainability and improvement of performance. Compliance with the relevant regulations, laws, policies, and standards.
The provisions of this policy apply to the educational or training institutions using LMSs, in addition to the provider and operator of services and solutions related to these systems in the Kingdom of Saudi Arabia.
The institution, the provider, and operator of services and solutions for the Learning Management Systems (LMSs) shall adhere to all regulations, policies, circulars, standards, and controls issued by the Center and the relevant national authorities such as the Digital Government Authority, the Saudi Data and Artificial Intelligence Authority (SDAIA), the National Cybersecurity Authority, and other relevant entities.
The Center is responsible for regulating and managing national LMS licenses.
Institutions must coordinate with the Center when developing or purchasing an LMS or platform to ensure the utilization of national licenses and alignment with technical standards and specifications.
Priority should be given to using cloud computing solutions when hosting an LMS instead of internal hosting to reduce costs, increase flexibility for expansion, adapt to changes, and achieve compliance with the regulations and policies issued by the Digital Government Authority, the National Cybersecurity Authority, and relevant government entities.
The provider and operator of services and solutions must obtain the licenses from the Center before providing or operating the LMS.
The Center sets the technical standards and quality controls for LMSs and updates them periodically.
The institution adheres to the LMS quality standards and controls set by the Center.
The institution must adopt the design of digital government services when selecting or developing an LMS, in line with the policies and strategic directions issued by the Digital Government Authority.
The institution adheres to supporting and adopting best practices in LMS use as defined by the Center.
The institution adheres to the policies and controls for granting licenses and ensures that the number of granted licenses matches the actual number of the institution’s registrants through conducting internal reviews and verifications periodically.
The institution adheres to providing the Center at the beginning of each academic year with the number of registered students and faculty members through reports from the admission and registration systems.
The institution adheres to the usage policies and controls related to the retention of online courses and the use of virtual classrooms, the design of online courses, and other controls and procedures defined by the Center.
The institution adheres to establishing and implementing procedures and mechanisms to monitor and ensure compliance of its members with the usage policies and controls.
The institution adheres to providing the needed support and training for its members, ensuring their awareness and compliance with the usage policies, standards, and controls.
The service and solution provider and operator is committed to ensuring the continuity of the services provided, and to implementing performance monitoring operations.
