These Regulations were approved by the decision of the Board of Directors of the National eLearning Center No. (6/17/46) dated 11/5/1446H, based on the Mandates of the Center issued by the Council of Ministers No. (35) on 13/1/1439H.
The following terms and phrases, wherever mentioned in these Regulations, shall have the meanings assigned thereto, unless the context requires otherwise:
Center: National eLearning Center (NeLC). Regulations: eLearning Regulations. Institution: An educational, academic, or training institution, company, or platform that offers educational or training courses and programs in one of the eLearning modes. eLearning: The utilization of educational, information, and communication technologies to enhance the efficiency of the learning and training process in all modes and ensure its quality. License: A document issued by the Center approving the provision of an eLearning or training program in accordance with the provisions of these Regulations. Program: A set of educational or training modules consisting of independent or integrated subjects or educational or training courses, culminating in an accredited certificate or a completion of a specific educational or training qualification. National eLearning Platform (FutureX): A unified platform for eLearning and training services, through which the delivery and access of reliable eLearning and training are regulated and governed efficiently and effectively. Service Provider: Any natural person or entity that provides support services and solutions for eLearning and training in the sectors of higher education, general education, and vocational education, whether public, private, or nonprofit, unless the context indicates otherwise. Shared Digital Learning Resources: Content, systems, services, and licenses related to e-learning that are shared or unified at the national level. Accredited Certificate: A document issued by an institution licensed by NeLC upon fulfilling the substantive and formal requirements. Qualification: A service provided by NeLC to enhance the competency of eLearning and training service providers. Implementing Rules: A set of detailed rules, instructions and procedures issued by the Center to implement the eLearning Regulations.
These Regulations aim to regulate the sector of eLearning and training and ensure its quality within the Kingdom of Saudi Arabia in a manner that fulfills their intended purposes and reinforces confidence therein.
All local and international governmental, private, and nonprofit institutions engaged in eLearning and training activities within the Kingdom of Saudi Arabia shall be subject to the provisions of these Regulations.
The legal provisions applicable to conventional education and training programs shall, as issued by educational and training institutions, apply to eLearning and training programs in a manner consistent with the nature and characteristics of eLearning. This is in addition to any regulations issued by the Center in this regard.
Institutions wishing to offer eLearning or training courses and programs in online mode must obtain the required licenses, in accordance with the conditions and requirements outlined in the Implementing Rules.
eLearning and training programs or courses provided by individuals must be licensed and delivered through service providers accredited by the Center.
Institutions offering learning or training courses and programs in online mode in the Kingdom of Saudi Arabia must integrate technically with the National eLearning Platform (FutureX).
The Center shall be responsible for qualifying and accrediting educational service providers that support eLearning or training practices and verifying that they meet the conditions and requirements included in the Implementing Rules.
Government institutions shall commit to utilizing and activating shared digital learning resources to ensure efficient spending. Exceptions to this requirement shall be determined by the Center.
The Center shall be responsible for overseeing shared digital learning resources and establishing operational policies and controls governing them.
The Center shall issue the implementing rules for these Regulations.
The Center shall have the right to take legal procedures and impose penalties in the event of a violation of the provisions of these Regulations and their Implementing Rules.
The Center shall review the provisions of these Regulations and take the required procedures to amend and develop them as needed, in alignment with advancements in eLearning.
These Regulations shall repeal any provisions conflicting therewith.
